Food price outlook: Will Buffalo wings break your budget in 2013?

Why? The price of Buffalo wings has spiked 52 percent in the past year, and analysts expect that to continue. ?The wings are really causing some issues,? says Bruce Reinstein, vice president of strategic development and sourcing for Consolidating Concepts, based in Boston. The firm works with over 15,000 of small to mid-size food service chains to help them plan out their food supply purchases.

?Wings are the new popular quick service food,? Mr. Reinstein says, as the fast casual landscape becomes more sports-bar oriented and demands a larger amount of wings. Plus, fast food giant McDonald?s tested bone-in chicken wings in a few Atlanta locations over the summer. If a national rollout follows ?they have so much buying power they will distort the market.??

Another problem: Poultry farms are producing larger and larger chickens, making the smaller wings and legs used for Buffalo wings few and far between.

The Buffalo wing isn?t the only food item projected to jump in price next year, though it is one of the more dramatic upward shifts. ?Because of a drought that parched the Midwestern part of the country this past summer, nearly every food product tied to corn will see price increases in 2013. And overall, household food prices are expected to rise between 3 and 4 percent, according to projections from the 2012-2013 Food Price Outlook from the US Department of Agriculture.

In addition to the corn itself, which had a weak crop as a result of the drought, prices will go up on proteins like beef and chicken, because livestock feed is primarily made of corn.?

The drought also affected wheat and soy crops, which will translate to higher prices on things like bread and cooking oil.

Beef in particular will increase, analysts predict, in part due to the drought and in part due to the high demand of cheap meat cuts in restaurants ? flank steak, and skirt steak, for instance ? and ground beef, because of the popularity of hamburgers. Wholesale ground beef cost $1.71 per pound a year ago; now, it?s at $1.89 per pound

?Companies are trying to keep costs down, so products that aren?t as expensive per pound, they are very much in demand,? Reinstein says.

Prices are already higher than last year, but the impact of the summer drought will be felt most acutely in the new year.

?The impact of a drought takes time There?s still inventory of corn, but then the old corn is gone, you have to build it up. It?s a cycle,? he says.

Still, not everything on your grocery list is getting more expensive. Sugar was cheaper in 2012, and dairy products this November were 1.1 percent below the average price they were a year ago, according to the USDA. But Reinstein is hesitant to make any predictions that prices will go down, at least until we?ve seen how mild or severe the coming winter will be. This past year, produce prices were down thanks to an unusually mild winter, but the market is likely to correct itself, especially if chilly weather hits key planting spots like Florida and California.

?There?s no way of really knowing if we?re going to have that kind of luck again,? he says. ?If we have any issues with weather that will make information about produce more clear.?

Developmental analysts tend to agree that the average human child begins to form long-term, complex memory at the age of five or six. Anything prior to that is lost permanently, perhaps coming back in the form of strange dreams, or subconscious emotional responses to specific stimuli.

I spent a lot of free time researching stuff like that, during long summer hours when I confined myself to my room, and thought that I had nothing better to do. Yet, with each line that I poured over and committed to memory, it only continued to confirm a single fact that resonated in my mind, like the clanging of a bell.

I was not normal, and I never had been. I could remember nothing prior to my early adolescent years, and it wasn?t as if the memories faded as I struggled to think further and further back, they just stopped, as if I?d hit a mental block. I?d spent countless sleepless nights struggling to resurrect what I knew I should remember, but couldn?t, and all it ever brought me was a distinct feeling of anxiety and a splitting headache.

Over time, I reflected on this less and less, figuring that it was nothing I should waste my time worrying about, since there was obviously nothing I could do about it. Even Codger, my grandmother, had told me ?not to be stupid and quit worrying about the past?. The only reason why I?d even bothered mulling over it this morning as I woke up was because I?d woken from a rather violent dream.

While sleeping, the details had been so incredibly vivid that I was almost positive that it was real. I had seen the flames, heard the screaming of dozens of people, and felt the searing heat of it against my skin. The nauseating smell of burning flesh was so acrid that I was certain I smelled it even after I had woken up.

I wondered, but I wouldn?t ask questions. Codger had reassured me that everything would come to light in due time, and that she?d make sure I was ready for it. Whatever ?it? was, I still didn?t know, and I?d threatened the old woman with impalement and she still wouldn?t give an inch.

We have a curious relationship, Codger and I.

I stood in front of a full-length mirror that she had bought for me, critically eying myself in the reflection as I turned from one side to the other. Tall, nearly five-ten, and unnaturally skinny, I tended to stick out in a crowd like a sore thumb. Untamable, curly red hair and freckles did nothing to ease this fact.

Codger had reassured me that being ?different?, as she called it, was certainly not a bad thing. She considered it my saving grace. In hindsight, I don?t know that I cared about how I looked as much as I cared about what I couldn?t remember. With the dream still buzzing around in the back of my mind, I could feel the tension in my shoulders, a deep-seated ache beginning to roll down my spine.

?Jaz!? I heard her hollering from downstairs, and the smell of burning toast began to filter underneath my bedroom door. Shuffling to the stained, second-hand oak dresser that was the only piece of furniture in my room other than the mirror and the ancient four-poster I slept on, I pulled out a pair of well-worn jeans and a black tee-shirt before slipping them on.

I grabbed for my dark grey hooded sweatshirt, tugging it on over my head as I made my way to the door, stepping out into the dark hallway and meandering towards the stairs. Codger was not one who wasted time or money on decorations (or renovations, for that matter). The two-story home that she had owned probably since her own parents passed away smelled like mildew, had more than one broken window, and a few of the walls had cracks creeping up from the baseboards. There were leaks in the roof, the stairs were creaky, and I was almost certain that a raccoon had taken residence in the attic.

But, it was home nonetheless.

The stairs ended in the front foyer, a doorway off to the right opening into the living room, and then on into the kitchen. To the left, the dining room sat, a single table with a few mismatched chairs the only pieces of furniture occupying the small space. I turned to the right, stepping past the faded yellow couches that stunk of cigarette smoke, scooping my bag off of the old recliner chair, startling the cat that I always forgot we had, and sending it scurrying across the floor, hissing and spitting the whole time.

The kitchen was about as fifties hip as it could get, with outdated appliances and ages, peeling linoleum flooring. Codger had set out a plate of dangerously burnt toast, a melting slather of butter sinking into the crispy surface. I watched her as she shuffled around, her house-coat drifting around her feet. She often reminded me of a garden gnome, short and squat as she was, with glasses that made her grey eyes look about four times their normal size.

She scratched at a patch of balding scalp in between her hair curlers, glancing over her shoulder in my direction before slipping me a mischeivous, toothy smirk. Amused, I realized that she'd remembered to put her teeth in today.

"What're you smiling about?" I muttered, pretending to sound grumpy. It wasn't a difficult act to put on. Codger said that my attitude was worse than the cat's on better days.

"Nothing at all." the aged woman replied, reaching over and nudging the plate towards me with gnarled fingers. I sat down on the diner-style stool, picking up one piece of toast and narrowing my eyes at it before taking a bite.

It was a surprising relief to actually taste the bitterness of the carbon. It was a relief to taste anything at all, and it didn't take me long to realize that Codger had done it on purpose. "You figured it out then," I said, gratefully.

"Even if it tastes like shit, you'll eat cuz you can taste." Codger replied with a nod. "Bitter was the last thing I could try before forcing you to eat in spite of everything."

My appetite had been poor, lately, because for whatever reason my tastebuds were not cooperating. It was a good day if I could taste anything at all, or feel hunger, and Codger had been experimenting with various potent concoctions to try to kick everything back into gear. It was just another one of those paroxismal issues that I dealt with on a day-to-day basis, like my strange memory issues. It was just a part of life, and I'd learned to not question it. I just dealt with it. Happily, I took another bite, brushing the crumbly bits off my fingertips as I watched Codger shuffle around the kitchen.

"What had you in bed so early last night? You didn't practice." she asked me, moving to the stove and pulling off a rusty kettle that was beginning to whistle with steam.

I shrugged. "Wasn't feeling up to it. Classes were shitty and I had a bunch of homework to do."

Her eyes narrowed as she glanced sideways at me. Beneath her gaze, I felt myself wither slightly. "Did you finish it?" she retorted, her tone sharp.

Glancing sideways, I sheepishly shook my head. Codger gave nothing away, pouring the hot water into a chipped mug before going to the nearest cabinet and withdrawing a small, black vial. It reminded me of a vanilla extract container, but she and I both knew that the spice was not what the bottle held. She put a single drop, barely a mililiter of the dark fluid into the hot water, before grabbing a bland teabag and dunking it inside. This, she handed to me, her hand lingering on the handle even as I reached to take it from her.

Our eyes met.

"You can't afford to get lazy." she warned me before releasing the ceramic container to my grasp. I grit my teeth, nodding once before bringing the scalding liquid to my lips.

The practice she was referring to wasn't something generic, like piano or knitting. My eyes trailed from the mug as I swallowed mouthful after mouthful of boiling fluid, towards the wall over the stove, where Codger's shotgun sat mounted. It was, perhaps, the only thing in the entire house that she took care of. The gleaming double-barrel was her prize possession, and she wielded it like a gunslinger.

Mine was a nine millimeter pistol, a gun with an impressive kick and an even more impressive capacity to kill whatever it fired at. The large, tipped bullets I generally used in practice obliterated targets, and they were designed to create an exit wound easily three times larger than the entry wound, if I were to ever fire at a human being.

When Codger had first introduced me to weapons, I had been shy about using them. Yet, something felt comfortable and familiar about the handle as it settled into the palm of my hand. I had no difficulty taking aim and firing. I could handle the kick, and I hit the target every time.

Every. Time. The accuracy was disconcerting at first, but Codger had reassured me that those things came naturally to some people, and that it was a gift that should be nurtured, because you "...just didn't know anymore these days".

It was yet another one of those things on the lengthy list of 'questions I shouldn't ask'.

Downing the last of the fluid, I could feel the ache in my back dissipating to nothing, leaving behind a tingling, cold sensation that raised goosebumps up along my arms. Codger had moved on, dumping the hot liquid into the sink and setting the kettle back on the stove. When she reached for the mug, I handed it to her.

"You have class?" she asked me as I reached for my bag, slipping it up over my shoulders. I nodded, reaching and grabbing for a pair of keys that lay next to a pile of mail she was never going to read.

"Just be careful today." she warned me. Startled at her tone, I lifted my eyes to hers, finding them briefly filled with worry, before they clouded over with her usual grumpy scowl.

"You're going to be late." she muttered, waving me off. I sighed, turning away and disappearing towards the front door, never once glancing back as I stepped into the frigid air, and slammed the door behind me.

We lived on the fringe of the small town of Charlotte, Connecticut, where everyone knew everything about everyone else, and where gas prices tended to dip simply because people didn?t see a reason to buy any in the first place. You were as likely to see someone riding horseback as you were an axel vehicle, and the majority of the roads were unpaved, with potholes that could easily rip off your fender. Locals called them natural speed-bumps.

I had to travel through this town to get to school on the weekdays. So, after making my way down the long, gravel drive in Codger?s rarely-used Range Rover, I turned left onto Jackson Street, moving from gravel to a somewhat-paved road. Dawn was beginning to surface beyond the dusky hills that were still coated with morning mist, turning the sky a faint red-orange. I let my mind wander back to the images of fire that were locked in my mind?s eye, but they were less distinct now, fading like the mist in the presence of the sun.

As I hit the city limits, I slowed to just under thirty, rolling the windows down to let in the cool air. I passed by the grocers, the hardware store, the fabric shop, and one of the few restaurants in-town. Codger and I had never been, mostly because of its obscure title: ?Tony?s?.

A few people were already up, sweeping the sidewalk, and getting ready for another day. Some of them glanced my way, looking first to the vehicle before spying me, and lifting their hand in a wave. I smiled back before moving on.

There were no lights in town. The only light that existed cropped up at the on-ramp to Interstate 60, which I immediately took, progressively increasing speed until the Rover shuddered and groaned, warning me that it hadn?t had enough time to warm up just yet. The car was so like my grandmother that I nearly laughed out loud.

There was generally no traffic out here, especially this early in the morning, so it wasn?t too much of a surprise that I shared the road with only one other vehicle, a sturdy-looking Cadillac, polished black with tinted windows. With three other lanes to share, it rode up right behind me, and stayed there.

At first, it didn?t bother me, but when I changed lanes, intending to let the other pass, the car moved into place right behind me, staying just two feet off my rear bumper. I glanced into the rear-view mirror, brow furrowing as I narrowed my eyes. Must have been someone dicking around. I hadn?t been speeding, and certainly if this was an undercover cop they might have turned on their lights.

My exit was coming up. Tapping the breaks, I jerked the wheel to the right, swerving away from the other car at the last possible minute. There was a screech of tires, and I found myself, finally, driving on my own.

?That was so weird,? I muttered under my breath, unable to help glancing in the rear-view every five minutes for the rest of the ride. As the road stretched on ahead, I could see the signs leading on towards Jefferson University. It was a sprawling campus, set in the middle of a large forest, with buildings tucked into hillsides and nestled in the midst of copses of massive oak trees. Most of the buildings were old, but well-kept, structured from brick and mortar rather than wood and cement.

I pulled into the South lot, specifically reserved for the students attending the school, and found a spot close to the back and the nearest exit.

Several other students were filing in as well, in the typical morning rush. The lot tended to fill up quickly around this hour. Eager to avoid dodging cars in search of parking spaces, I grabbed my bag, jumped out of the car, and started to walk towards Memorial Hall.

A voice called to me from beneath the shadow of one of the many oaks that dotted campus.

?I?m waiting the day when that old clunker just collapses right onto its frame, Red.?

Part of me suggested I keep moving, to just ignore his voice and walk to class, but the other part of me, the stronger, angrier, and stubborn part froze my feet mid-stride as I whipped my head in the direction of the one who had shouted after me.

?Don?t hold your breath, Milo. No, wait, as a matter of fact, go ahead and hold it, and don?t let it go until I?m done with class.?

The biting sarcasm came so easily when this kid addressed me, it was almost like it was meant to be. He laughed, stepping out into the sunlight, his glasses sitting on the ridge of his nose as he fixed me with a pair of Summer-green eyes.

?And did I happen to mention that the scarf you?re wearing is uniquely hideous?? I added, for the hell of it. It truly was an ugly accessory, and I wasn?t much of a fashionista. It was a purple and yellow knitted thing. Unfortunately, the insult did nothing to phase him.

?You aren?t one to talk about what looks good and what doesn?t.? he said, giving me a pointed once-over. I shuffled my feet, fighting the urge to spring forward and deck him. It wouldn?t be the first time. Before I had a chance to respond, though, he lifted a hand to tussle his dirty-blonde hair, smiling at me easily, confidently.

I wanted so badly to hit him that it hurt.

?Speaking of classes, though, I happened to have a schedule change. And look who I get to share English Comp with??

My scowl deepened, and I abruptly turned, beginning to stalk away from him. He quickly caught up, messenger bag slapping against the back of his thigh as he loped at my side. Milo was tall, and sturdy. At least six-two, with broad, squared shoulders and a lean physique; it was very easy for him to look down at me as I marched at his side, dutifully ignoring his smirk as I gripped the straps of my bag with white-knuckled force.

?What?s got you in such a bad mood, Jaz?? his voice dripped sarcasm. Yet, even out of the corner of my eye, I could see that he was looking around, rather than at me. Scanning the area, but why?

I?d first met Milo on one of my errand trips into town a few months before school started. Codger had sent me to the department store to get a new hammer, and he had been doing summer staffing there, planning, I guess, to work through college to help cover expenses.

He?d come up behind me when I was browsing, and startled me so badly that I spun and dropped the hammer on his foot. He called me a ?clumsy git?, and I hollered that he shouldn?t have startled me in the first place, and stormed out of the store. I had completely forgotten about the hammer.

He?d never struck me as anything more than a care-free dumbass with nothing better to do than pick on another girl he just barely knew. Yet, today I could tell something was different. There was tension in his shoulders, and he seemed, well, jumpy.

?You look more jittery than a crack addict.? I noted snidely, only briefly glancing up at his face. I was surprised, even startled, to find that his eyes were laced with worry.

The instant he saw me looking, though, the expression cleared, and he was back to sneering at me.

?Takes one to know one, Red.?

My hand fell from its grip on the bag, falling close to his, and something like a strange, painful burst of static shock sparked between his fingers and mine. I jumped away from him, clutching my hand to my chest as he did something similar, staring at me with wide eyes.

?Jesus Christ,? he breathed, his expression souring. ?You didn?t have to fucking taze me. I was only kidding!?

I didn?t answer. Too surprised to speak, I simply turned and raced away, determined to skip class and hide out in the library until I was certain that I wouldn?t have to lay eyes on Milo Sturn for the rest of the day.

Sunday musings: Competing cell phone fates, hotels unbundling ...

From planes to hotels to rental cars, here are issues that have different facets. Is using a cell phone on flights heaven or hell? How much can hotels deduct from their room rates in their drive toward a la carte prices? When do you need rental-car collision damage waiver?

Cell hell or cell bliss in the air

?Which is worse: not being able to use a mobile phone while on board an aircraft?or being able to do so?? That is the opening of a thoughtful article that ran in The Economist.

As the Federal Aviation Administration (FAA) and the Federal Communications Commission (FCC) begin to look into allowing the use of certain electronic equipment during take-off and landing, the question of cell phone use rages into the forefront. If the only discussion were about reading a novel on one?s Kindle or iPhone, the discussions might be civil and strictly limited to technology. But when cell phones are involved, human passions explode.

And, what about all the rulebreakers. I personally know of many who leave cell phones on and continue to text during take-off. I have forgotten a cell phone in my carry-on luggage only to hear it ringing as the plane rolls down the runway.

Just about the last thing most people want is to be trapped next to someone nattering endlessly into a mobile phone, oblivious of everyone within forced earshot. Rudeness and lack of consideration know no bounds for some folk. And sad to report, as mobile phones have proliferated, such crass behaviour is no longer the isolated exception within an otherwise civil crowd. Were the Federal Communications Commission (FCC) to relax its rule banning the use of mobile phones once an aircraft leaves the ground, there would be fist-fights aplenty above the clouds.

There are dozens of anecdotal reports of instruments on the flight-deck being affected by passengers using portable electronic devices, or PEDs as they are known in aviation circles. Unfortunately, duplicating these under controlled conditions has proved nigh-on impossible. Both Airbus and Boeing have bombarded their aircraft with electromagnetic radiation at frequencies and power levels used by mobile phones, only to come away empty handed.

In practice, then, the chance of unintentional transmitters doing any harm is infinitesimal. Indeed, that is just as well, because flight crews have had permission from the FAA to use portable computers called ?electronic flight bags? in the cockpit since the early 1990s. Today, they carry iPads and other tablets as replacements for the bulky aircraft operating manuals, flight-crew manuals and navigation charts. These portable electronic devices are in much closer proximity to the aircraft?s avionics than anything passengers are likely to bring aboard, and remain switched on throughout the flight.

As hotels follow airline ?unbundling? with their own ?decontenting? where does it stop?

Megan Mcardle mulls over the proposal to make gun owners buy gun liability insurance, and finds it wanting for a host of reasons.

Most of her arguments make sense to me, although I disagree with this particular point of hers:

[Reason] [n]umber one [posited for the proposal, to make gun ownership more expensive], is unfair to advocates of stronger gun control, most of whom say that they do not want to take all guns away from law abiding citizens. I see no reason to doubt them, and so I?m basically discounting any interpretation of this proposal that seems like it would just raise the cost of guns until they were unaffordable for all but the very wealthy.

She sees no reason to doubt them? I see plenty of reasons to doubt a great many of them.

Expectations low for White House "fiscal cliff" meeting

WASHINGTON (Reuters) - President Barack Obama and congressional leaders were set to meet on Friday for the first time since November with no sign of progress in resolving their differences over the federal budget and low expectations for a "fiscal cliff" deal before January 1.

Instead, members of Congress are increasingly looking at the period immediately after the December 31 deadline to come up with a retroactive fix to avoid the steep tax hikes and sharp spending cuts that economists have said could plunge the country into another recession.

With taxes on all Americans set to rise when the low tax rates established by President George W. Bush expire on December 31, lawmakers would be able to come back in January and take a more politically palatable vote on cutting some of the tax rates.

Pessimism on the deadline being met was shared by many market analysts. Noting that the U.S. House of Representatives wasn't even convening until Sunday, Daiwa Securities economist Emily Nicols said "markets still expect a deal even if it does go into January."

The new factor in the mix was involvement by Republican Senate Minority Leader Mitch McConnell of Kentucky, who said Thursday he had held conversations with Obama and expected a new proposal from the president that he would consider.

The White House spent much of Thursday stifling expectations for any new offer from Obama, beyond the limited fallback plan he outlined in vague terms on December 21, which would protect what he described as "middle class Americans" from the tax hikes, extend unemployment insurance and lay the "groundwork for further work" on deficit reduction and tax reform.

The major sticking point is Republican opposition to tax hikes on anyone, particularly in the absence of heavy cuts in spending for so-called entitlement programs such as Medicare and Medicaid, the government-run health programs for senior citizens and the poor.

Democrats in Congress want to keep lower tax rates for most Americans but raise them on those earning above $250,000 a year.

"The wealthy have got to kick in," said Democratic Senator Debbie Stabenow of Michigan Friday morning on CNN. "The tough part is in the House, where they have taken this very extreme position" of "protecting the wealthy at all costs."

"It's feeling very much to me like an optical meeting than a substantive meeting," said Republican Senator Bob Corker of Tennessee, noting that it was not a sign of urgency to set a meeting for mid-afternoon with a deadline just days away.

"Any time you announce a meeting publicly in Washington, it's usually for political theater purposes," South Carolina Senator Lindsey Graham said on Fox News Thursday night.

"When the president calls congressional leaders to the White House, it's all political theater or they've got a deal. My bet is all political theater," said Graham, adding that he did not believe an agreement could be reached before the deadline.

Sleep Apnea Linked to Heart Disease

A new study has found a link between sleep apnea and heart disease, very similar to the link between diabetes and heart disease.

Results from the study, which was conducted by Romanian researchers, show that of those with obstructive sleep apnea (which can cause a person to stop breathing during sleep), arteries are stiffer than the arteries of people without the condition. Stiff arteries are directly linked to greater heart risks.

These stiff arteries are similar to the arterial stiffness seen in people with diabetes that in turn increases their risk of heart disease. If you think you might be at risk for diabetes or heart disease, explore your options for preventive screenings now.

Reformist leader says Myanmar needs transformation

YANGON (Reuters) - Myanmar's president called on Wednesday for a shake-up in the running of his fast-changing country, which he said was still mired in corruption and inefficiency and lagging behind its international peers.

Thein Sein, the unlikely reformer to emerge from within a military junta 19 months ago, called for big improvements across Myanmar's outdated bureaucracy to strengthen democracy and the economy, as foreign firms weigh whether to invest in the resource-rich country.

"When it comes to measuring good governance, our country still falls far short of the international standards," the former general told a meeting of cabinet ministers, regional leaders and civil service chiefs aired on television and radio.

"There is still a lack of the characteristics of clean government and good governance ... reforms are needed from the grassroots to the union (national) levels."

World leaders like U.S. President Barack Obama have praised Thein Sein for spearheading political, democratic and social reforms since the military stopped ruling, but his government faces problems in ridding Myanmar of its reputation for being an army-dominated state and a risky place to do business.

Western diplomats and analysts believe the central government has the political will to drive reforms but question the limits of its influence, pointing to several standoffs with parliament, sectarian violence in Rakhine state, heavy-handed police and the president's inability to halt fighting between the army and ethnic Kachin rebels as signs of problems ahead.

Another challenge was implementing a raft of policy changes complicated by an outdated and inefficient bureaucracy, which Thein Sein said would need to be vastly improved, from top to bottom.

"For the prevalence of democratic practice and for the development of the nation, it is necessary to transform the administration system, under which the people can participate and cooperate," he said.

The Latest Buzzword: Immigration :: Fresh Updates from RAC

Last week?s papers ran headlines such as ?5 Republicans who Matter on Immigration,? ?Romney Campaign Manager Says He Regrets Immigration Stance,? and ?George W. Bush Renews Call for Immigration Reform.? As you may have noticed, immigration increasingly has been in the news in the wake of the November election, with?both parties seeming to agree that the system needs to be reformed, as is the consensus among the general public. But what does ?immigration reform? mean? What?s wrong with the current system? And why should Jews care?

HIAS?the international migration agency of the organized Jewish community?has been involved in this policy discussion for decades.?You might have heard of HIAS? historic role in rescuing and resettling Jews fleeing repressive societies. But what you might not know is that today in Washington, D.C. we work to advance laws and policies that protect those who seek safety in the U.S. based on persecution or fear of persecution on account of their race, religion, nationality, membership in a particular social group or political opinion. HIAS also advocates for immigration and refugee laws that are humane, enhance national security and reflect our Jewish values of welcoming the stranger. Along with our Jewish and interfaith partners, as well as other immigration and refugee advocates, HIAS has long pushed reforms to the current system that are guided by the rule of law, national interest, fairness and compassion.

Unfortunately, we have our work cut out for us?the current immigration system is ineffective and outdated. Backlogs have separated families for years, and an estimated 11 million undocumented immigrants currently live in the U.S. without legal status, which makes them vulnerable to harassment and exploitation and fearful of being arrested. Furthermore, there are not enough legal channels for employers who want to hire immigrant workers, particularly for lower skilled jobs.

HIAS is a strong advocate for reforms to the U.S. Refugee Admissions Program, a longstanding public-private partnership between the U.S. government and non-governmental organizations that provides initial reception and placement services to arriving refugees. As one of the ten agencies that works directly with the U.S. government to resettle refugees, HIAS is dedicated to ensuring that any discussion about reforms to our country?s broken immigration system will also include crucial and overdue improvements to the Refugee Program, such as those proposed in the Refugee Protection Act of 2011.

For HIAS, one of the main priorities for U.S. immigration legislation is eliminating the one-year filing deadline for asylum applications. This provision has prevented many asylum seekers with a well-founded fear of persecution from receiving protection in the U.S. In fact, it is estimated that one out of every five asylum cases is denied because the individual did not apply within this one year time frame. Another priority is to protect refugees, asylees, and asylum seekers who have been mistakenly labeled as terrorists due to the unduly broad definition of ?terrorist activity? in current immigration law. Thousands of individuals? cases have been put on ?hold? with no ability to prove their non-terrorist status?they continue to face endless delays and even the possibility of being deported.?Many have been needlessly separated from their spouses and children for many years and have little hope of reuniting with their families in safety under the current law. Policy changes to address these issues, if enacted, would have a huge impact on the lives of thousands of refugees and asylum seekers who seek safety and freedom within our country?s borders.

As a Jewish-American organization, HIAS is acutely concerned both with the security of our country and with the viability of the Refugee Program. We honor the sentiment of Jewish-American poet and HIAS volunteer, Emma Lazarus, who wrote ?Give us your tired, your poor, your huddled masses yearning to breathe free.? We believe our work is an expression of the values expressed in the Torah, which mandates ?when a stranger resides with you in your land, you shall not wrong him. The stranger who resides with you shall be to you as one of your citizens; you shall love him as yourself, for you were strangers in the land of Egypt.?

You might know some individuals who have been affected by broken immigration and refugee policies?they are our neighbors, classmates, colleagues, community members, and friends. Drawing from our historical context, as well as our scripture and values, we must speak out as a Jewish community to advocate for just and compassionate asylum and refugee policies, and to urge the government to devote sufficient resources to successfully fulfill the essential undertaking of protecting the persecuted.

At this crucial time?when we seem to have the momentum and opportunity to reform our country?s immigration system?we urge you to join HIAS in our advocacy efforts. As winter storm bears down on Midwest, death toll climbs

OKLAHOMA CITY (AP) -- A winter storm system that blew through Christmas Day with Gulf Coast tornadoes and snow in the nation's midsection headed for the Northeast on Wednesday, spreading blizzard conditions that slowed holiday travel.

The death toll rose to six with car accidents on snow and sleet-slickened highways in Arkansas and Oklahoma.

Post-Christmas travelers braced for flight delays and a raft of weather warnings for drivers, a day after rare winter twisters damaged buildings in Louisiana, Mississippi and Alabama.

Snow blew across southern Illinois and southern Indiana early Wednesday as the storm tracked up the Ohio River valley toward the Eastern seaboard and New England.

There were whiteout conditions in parts of southwestern Indiana, where 6 inches or more of snow had fallen by midmorning around Evansville. State police reported dozens of vehicles stuck after not being able to get up a hill on a central Indiana highway, while some roads around Evansville were impassable with wind gusts around 30 mph.

A blizzard warning was in effect for much of the state's southern two-thirds and more than a dozen counties issued travel watches asking residents to make only essential driving trips.

"People need to not travel. They need to just go where they're going to be and stay there," said Rachel Trevino, a meteorologist at the National Weather Service bureau in Paducah, Ky., which covers southwestern Indiana.

In snowy Arkansas, the storm left more than 189,000 customers without electricity Wednesday, utility Entergy Arkansas said.

Severe thunderstorms were forecast for the Carolinas while a line of blizzard and winter storm warnings stretched from Arkansas up the Ohio River to New York and on to Maine.

Thirty-four tornadoes were reported in Texas, Louisiana, Mississippi and Alabama during the outbreak Tuesday, the National Weather Service said.

Rick Cauley's family was hosting relatives for Christmas when tornado sirens went off in Mobile. Not taking any chances, he and his wife, Ashley, hustled everyone down the block to take shelter at the athletic field house at Mobile's Murphy High School in Mobile.

It turns out, that wasn't the place to head.

"As luck would have it, that's where the tornado hit," Cauley said. "The pressure dropped and the ears started popping and it got crazy for a second." They were all fine, though the school was damaged, as were a church and several homes, but officials say no one was seriously injured.

Camera footage captured the approach of the large funnel cloud.

Mobile was the biggest city hit by numerous twisters. Along with brutal, straight-line winds, the storms knocked down countless trees, blew the roofs off homes and left many Christmas celebrations in the dark. Torrential rains drenched the region and several places saw flash flooding.

More than 750 flights around the U.S. were canceled as of Wednesday morning, according to the flight tracker FlightAware.com. The cancelations were mostly spread around airports that had been or soon would be in the path of the storm.

Holiday travelers in the nation's much colder midsection battled treacherous driving conditions from freezing rain and blizzard conditions from the same fast-moving storms. In Arkansas, highway department officials said the state was fortunate the snowstorm hit on Christmas Day when many travelers were already at their destinations.

Two passengers in a car on a sleet-slickened Arkansas highway died Wednesday when the vehicle crossed the center line and struck an SUV head-on. In Oklahoma, the Highway Patrol said a 76-year-old Wisconsin woman died Tuesday when the car she was riding in was hit head-on by a pickup truck on Interstate 44.

The Oklahoma Highway Patrol had earlier reported that a 28-year-old woman was killed in another crash Tuesday on a snowy highway. The storm's winds were blamed Tuesday for toppling a tree onto a pickup truck in Texas, killing the driver, and another tree onto a house in Louisiana, killing a man there.

Trees fell on homes and across roadways in several communities in southern Mississippi and Louisiana. Mississippi Gov. Phil Bryant declared a state of emergency, saying eight counties reported damages and some injuries.

It included McNeill, where a likely tornado damaged a dozen homes and sent eight people to the hospital, none with life-threatening injuries, said Pearl River County emergency management agency director Danny Manley.

The snowstorm that caused numerous accidents pushed out of Oklahoma late Tuesday, carrying with it blizzard warnings for parts of northeast Arkansas, where 10 inches of snow was forecast. ?This is a historic ornithological event,? said Carl Edwards, an avid bird-watcher from West Palm Beach who took three boat trips out of the Boynton Inlet recently to observe the Northeastern, ocean-going birds, which have also been spotted off Miami Beach and the Florida Keys.

Edwards estimates he saw 900 razorbills during two trips out of the inlet on Dec. 14. Almost all of the birds were headed south, he said, most likely in search of food.

Black with white undersides, razorbills weigh about 1.6 pounds, measure about 17 inches in length and have a wingspan of about 26 inches, according to the National Audubon Society.

Razorbills can dive several hundred feet below the ocean?s surface to find food, and can walk upright, like penguins, on land. Their diet consists of small, cold-water fish of the northern Atlantic, including juvenile cod, sand lance and capelin.

Their predators include Arctic foxes and polar bears.

Razorbills have been spotted 14 times in Florida in the past, but only single or a few birds were reported in previous sightings, said Marshall Iliff, a bird expert with the Cornell Lab of Ornithology and lead author of a recent article about the Florida razorbill invasion on the website eBird.org.

Recent razorbill sightings off the South Florida coast have included flocks of more than 20, Iliff said.

Why they are here is open to debate.

Andy Kratter, an ornithologist with the Florida Museum of Natural History in Gainesville, said beach erosion and other disturbances brought by Hurricane Sandy to the coasts of New York and New Jersey probably prompted the razorbills to fly south.

However, Iliff of the Cornell Lab of Ornithology said he believes above-average sea-surface temperatures in the Northeast are responsible.

Iliff said the reason for the rise in sea-surface temperature is unclear, but he noted on eBird that it could be related to cycles of ocean warming and cooling or long-term climate change.

The first razorbills documented off the coast of Palm Beach County were spotted Dec. 9 from the north jetty at the Boynton Inlet, said Linda Humphries of the Audubon Society of the Everglades.

?I?m really excited that they?re here,? Humphries said. ?People have been coming from all over Florida to see them.?

After razorbills were seen off Miami Beach and the Keys, bird-watchers tracked them as they continued their journey north along Gulf Coast toward the Florida Panhandle.

Although the unprecedented migration has been exciting for bird-watchers, it has been tough on some of the birds, several of which have washed up dead on Florida beaches.

The Busch Wildlife Sanctuary, which operates a wildlife hospital in Jupiter, took in another type of Northeastern sea bird called a dovekie last weekend that apparently was too weak to feed and had washed ashore.

Malnourished sea birds tend to bob around on the ocean and eventually wash ashore, said David Hitzig, executive director of the wildlife sanctuary, which helps them regain strength before releasing them back into the wild.

But Hitzig said the birds? prognosis generally is not good.

?Once they wash up on shore, you?re looking at the tail end of their story,? Hitzig said.

In order to ensure that a loan agreement is followed, the borrower must first understand the terms of said loan. Blindly signing any financial agreement is foolish. A borrower must be sure that he/she fully comprehends loan terms prior to signing the document. The loan agreement will outline the terms of repayment, conditions of renewal, fees and interest rates, and the consequences of non-payment. If the loan document is missing any of this information, the borrower should not sign it, as the lender may be predatory. Never sign a loan contract that does not clearly spell out terms; by doing so, a borrower puts him/herself at risk for serious financial repercussions, such as exorbitant fees and interest.

Furthermore, if unsure about any portion of the contract, the borrower should refrain from signing until the document is fully grasped. The payday loan lender should be able to clarify any areas of the document that are unclear, but this requires that the borrower asks for clarification; if the lender cannot answer a borrower's question, they may not be a reputable lender.

Once the transaction has been completed, the borrower should keep a copy of the loan agreement for his/her records. The signed document is the only proof of terms and conditions; if a lender is unscrupulous and claims that the borrower agreed to different terms, the borrower will be left with little backing and big costs if he/she doesn't have a copy of the agreement. The contract is the only protection that the borrower has, should the lender prove dishonest.

Lastly, a borrower should get everything in writing. A verbal agreement is not sufficient when dealing with payday loan terms. A borrower must be wary, requiring all conditions and promises in print.

The best way to protect one's self and avoid dings to one's credit is to be fully aware of the contracts terms prior to agreement. Once a borrower knows what he/she is agreeing to, he/she should do his/her utmost to uphold the terms of the loan.
