Panel approves debt relief, KD 1,000 grantFinancial Services - Zawya

By B Izzak KUWAIT: The National Assembly's financial and economic affairs committee yesterday unanimously approved a draft law stipulating that the government will forgive interest on loans taken by Kuwaiti citizens and providing a grant of KD 1,000 to those who will not benefit from the interest write-off. HH the Amir Sheikh Sabah Al-Ahmad Al-Sabah meanwhile told a number of MPs not to rush the issue of the loan interest write-off so as not to negatively impact the Reserve Fund for Future Generations. MP Yacoub Al-Sane, one of those who met the Amir, said "we assured the Amir that we represent the nation and that we will never accept anything that may harm national interests or the Future Generations Fund".

According to the bill, interests incurred on bank loans taken between Jan 1, 2002 and March 31, 2008 will be forgiven and debtors will be asked only to repay the principal of the loan. The committee did not provide figures on how many people will benefit from the write-off or the cost of the bill on state coffers. Earlier this month, Central Bank Governor Mohammad Al-Hashel told the same committee that the cost of such a measure will be around KD 1.7 billion. The bill also stipulates that citizens who did not benefit from the waiving off of interest will be given a KD 1,000 grant which will be deposited in a fund called the family fund.

Rapporteur of the panel MP Safa Al-Hashem said the fund will be used to pay all the beneficiary's debt toward the state like electricity and water bills and others and the rest will be paid to the citizens. Those who have no debt will get the whole amount. Hashem did not provide figures about how much this will cost the state. The bill also allows retired people to seek bank loans equal to 40 percent of their monthly income. There has been no immediate government comment on the bill but Finance Minister Mustafa Al-Shamali had repeatedly said the government will reject any new legislation because it had already established a defaulters' fund to resolve the issue.

In another development, MP Saadoun Hammad sent around 60 new questions to Minister of Oil Hani Hussein as he prepares to grill the minister over a variety of alleged violations. The new questions deal with Kuwait Petroleum Corp (KPC) companies outside Kuwait, the reported sale of liquor at its facilities in foreign countries, their reported losses and the controversial promotions. Hammad had said he would grill the oil minister and is expected to be joined by MPs Nawaf Al-Fuzai and Abdullah Al-Tameemi.

The criminal court meanwhile yesterday sentenced controversial activist and member of the scrapped 2012 Assembly Mohammad Al-Juwaihel for three months in jail and fined him KD 2,000 for writing remarks on Twitter deemed offensive to the Mutairi tribe. Under the ruling, Juwaihel must go to jail immediately but he left the country just before the ruling was issued. Juwaihel later denied that he had fled the country. "I am in Poland to follow up the studies of my daughter, a genuine Kuwaiti," he said, promising to turn himself in once he was back in Kuwait.

The criminal court meanwhile will today resume the trial of former opposition MP Musallam Al-Barrak for remarks he made that were deemed offensive to the Amir at a public rally on Oct 15. A defense team of around 20 lawyers was formed to defend Barrak, who was detained for five days and interrogated over the charges which he denied.

Top U.S. firms open to voluntary cybersecurity rules: Senate

WASHINGTON (Reuters) - Many Fortune 500 companies support the creation of federal cybersecurity standards to protect them from Internet threats like hacking as long as they are voluntary, according to a Senate survey of top U.S. chief executives released on Wednesday.

The report resulted from letters sent to Fortune 500 companies in September by Senator Jay Rockefeller, the Democrat from West Virginia who last year authored a now-expired cybersecurity bill and is now renewing his push for such legislation.

Better protection from cyber threats has taken on growing urgency in Washington, with top officials warning of the potentially devastating impact of cyber attacks that could undermine key infrastructure, which is mostly privately owned.

Some 300 top companies in a variety of industries responded to the survey, according to the report compiled by the staff of the Senate Committee on Commerce, Science, and Transportation, which Rockefeller chairs.

Reflecting that growing interest in better securing networks, computers and data from cyber attacks, the survey showed broad support of the effort to pass new cybersecurity laws and collaborate with the federal government. But the report also showed concerns that new standards would become mandatory, inflexible or duplicative.

"The concerns raised about the legislation were not about whether the government should have a role with respect to cybersecurity, but about the specifics of that role and what impact that role would have on how companies respond to their cybersecurity challenges," the report said.

One Fortune 500 company, for example, responded that it had "no fundamental concerns with a voluntary U.S. program if it is indeed voluntary, as opposed to a program developed from a regulatory or compliance perspective or by the unfortunate notion that companies should be required to disclose breaches or vulnerabilities." The quote was one of dozens cited in the report, which did not identify the firms by name.

Similar concerns helped undermine Rockefeller's efforts last year, although his bill did propose a voluntary system of rules. In particular, the influential business lobby U.S. Chamber of Commerce vehemently opposed the 2012 cyber legislation.

Wednesday's report sought to highlight some discord between the chamber's position and the generally positive comments from Fortune 500 companies about closer collaboration with the federal government and the need to update the current system, which has been criticized as ad hoc.

The chamber's Ann Beauchesne, vice president of national security and emergency preparedness, reiterated the lobby's concern on Wednesday.

"Voluntary standards sound great in theory, but the devil is in the details," she said. "Whether a new cybersecurity program is labeled regulatory or 'voluntary,' the fact is, government officials will have the final word on the standards and practices that industry must adopt, which the Chamber opposes."

Mali military enters fabled town of Timbuktu

SEVARE, Mali (AP) ? Backed by French helicopters and paratroopers, Malian soldiers entered the fabled city of Timbuktu on Monday after al-Qaida-linked militants who ruled the outpost by fear for nearly 10 months fled into the desert, setting fire to a library that held thousands of manuscripts dating to the Middle Ages.

French Col. Thierry Burkhard, chief military spokesman in Paris, said that there had been no combat with the Islamists but that the French and Malian forces did not yet control the town.

Still, there was celebration among the thousands of Timbuktu residents who fled the city rather than live under strict and pitiless Islamic rule and the dire poverty that worsened after the tourist industry was destroyed.

"In the heart of people from northern Mali, it's a relief ? freedom finally," said Cheick Sormoye, a Timbuktu resident who fled to Bamako, the capital.

Timbuktu, a city of mud-walled buildings and 50,000 people, was for centuries a seat of Islamic learning and a major trading center along the North African caravan routes that carried slaves, gold and salt. In Europe, legend had it that it was a city of gold. Today, its name is synonymous to many with the ends of the earth.

It has been home to some 20,000 irreplaceable manuscripts, some dating to the 12th century. It was not immediately known how many were destroyed in the blaze that was set in recent days in an act of vengeance by the Islamists before they withdrew.

Michael Covitt, chairman of the Malian Manuscript Foundation, called the arson a "desecration to humanity."

"These manuscripts are irreplaceable. They have the wisdom of the ages and it's the most important find since the Dead Sea Scrolls," he said.

The militants seized Timbuktu last April and began imposing a strict Islamic version of Shariah, or religious law, across northern Mali, carrying out amputations and public executions. Women could be whipped for going out in public without wearing veils, while men could be lashed for having cigarettes.

Just over two weeks after the French began their military intervention in Mali, French and Malian forces arrived in Timbuktu overnight, the French military spokesman said Monday.

"The helicopters have been decisive," Burkhard said, describing how they aided the ground forces who came from the south as French paratroopers landed north of the city.

But the French have said Mali's military must finish the job of securing Timbuktu. And the Malians have generally fared poorly in combat, often retreating in panic in the face of well-armed, battle-hardened Islamists.

During their rule in Timbuktu, the militants systematically destroyed cultural sites, including the ancient tombs of Sufi saints, which they denounced as contrary to Islam because they encouraged Muslims to venerate saints instead of God.

The mayor said the Islamists burned his office as well as the Ahmed Baba institute, a library rich in historical documents.

"It's truly alarming that this has happened," Mayor Ousmane Halle told The Associated Press by telephone from Bamako. "They torched all the important ancient manuscripts. The ancient books of geography and science. It is the history of Timbuktu, of its people."

Some manuscripts had been removed from Timbuktu or hidden away for safekeeping from the Islamists.

"UNESCO is very concerned about the reports coming out of Timbuktu as to damage on cultural heritage there," UNESCO chief spokeswoman Sue Williams said from Paris.

The destruction recalls tactics used by the Taliban in 2001 when they dynamited a pair of giant Buddhas carved into a mountain in Afghanistan. The Taliban also rampaged through the national museum, smashing any art depicting the human form, considered idolatrous under their hardline interpretation of Islam. In all, they destroyed about 2,500 statues.

Mali's Islamists still control the provincial capital of Kidal farther north and are believed to have dug a network of tunnels, trenches and caves from which they can launch attacks.

Nana Toure, a native of Timbuktu now living in the capital, said she was delighted to hear that the French had arrived but worried how long the Malian soldiers could hold the town without help.

"French troops must not leave us alone then because those who fled may come back and cause problems for us," she said. "French troops have to stay a bit to stabilize the place."

Examples include online booksellers highlighting interesting items, social networking sites encouraging users to divulge personal information and auction sites using reputation-based systems to reassure consumers when entering into transactions with strangers.

As society considers how to alter individual, social and economic choices in order to better deal with the challenges of climate change, loss of biodiversity and environmental pollution, the continuing refinement of more effective means of environmental regulation requires urgent attention. Information and communications technology (ICT) can play an important role in this process. While there is some research on how ICT can be used for environmental regulation, we have not yet developed a full understanding of the issues.

The aim of this workshop is to build a network of researchers dealing with these issues?in order to prepare joint projects, funding applications and work towards an international conference dealing with this topic. J.C. Penny ditches its 'no more sales' tactic

NEW YORK (AP) -- J.C. Penney is bringing back sales.

The struggling department store chain this week will begin adding back some of the hundreds of sales it ditched last year in hopes of luring shoppers who were turned off when the discounts disappeared, CEO Ron Johnson told The Associated Press.

Penney also plans to add price tags or signs for more than half of its merchandise to show customers how much they're saving by shopping at the chain ? a strategy used by a few other retailers. For store-branded items such as Arizona, Penney will show comparison prices from competitors.

The reversal comes on the eve of the one-year anniversary of its original vow to almost completely get rid of the sales that Americans covet but that cut into a store's profits. The idea was to offer everyday low prices that customers could count on rather than the nearly 600 fleeting discounts, coupons and sales it once offered.

The bold plan has been closely watched by others in the retail industry, which commonly offers deep discounts to draw shoppers. But so far the experiment has served as a cautionary tale of how difficult it is to change shoppers' habits: Penney next month is expected to report its fourth consecutive quarter of big sales drops and net losses. After losing more than half of its value, Penney's stock is trading at about $19. And the company's credit ratings are in junk status.

Johnson, who rolled out the pricing plan shortly after taking the top job in November 2011, told The Associated Press the latest moves are not a "deviation" from his strategy but rather an "evolution."

"Our sales have gone backward a little more than we expected, but that doesn't change the vision or the strategy," said Johnson, who previously masterminded Apple Inc.'s retail stores and Target Corp.'s cheap chic fashion strategy. "We made changes and we learned an incredible amount. That is what's informing our tactics as we go forward."

But critics say Johnson is backpedaling. Walter Loeb, a New York-based retail consultant, said Johnson "is now realizing that he has to be more promotional to attract shoppers."

The pricing strategy has been a key part of Johnson's plan to reinvent Penney, which had failed to change with the times as its competitors updated their stores to make them cool places to shop. The plan includes adding hip new brands such as Joe Fresh and replacing racks of clothing with small shops-within-stores by 2015. But this isn't the first time the pricing strategy has been tweaked.

When it was rolled out in February 2012, the plan entailed permanently slashing prices on everything in the store by 40 percent. Penney decided to have just 12 monthlong sales events on some merchandise. And there would be periodic clearance events throughout the year.

But the new pricing plan wasn't well received on Wall Street or Main Street, so six months after launching it, Johnson ditched the monthlong sales, saying that they were too confusing to shoppers. Johnson said Penney has learned that people don't shop on a monthly basis, but rather they buy when they need something for say, back-to-school or during the winter holidays. And during those times, he said, they're looking for even more value.

"I still believe that the customer knows the right price, but they want help," he said.

Penney declined to say how many sales events it will offer going forward, citing competitive reasons. But the company said the figure will still be well below the nearly 600 it used to offer. The company said the discounts will vary depending on the sale. From Feb. 1 through Feb. 14, for instance, shoppers will get 20 percent off some jewelry for Valentine's Day. One example: half-carat diamond heart pendants on sale for $96, below Penny's everyday price of $120.

Penney said the decision to add tags or signs on much of its merchandise that shows the "manufacturer's suggested retail price" alongside Penney's "everyday" price was a result of his realization that shoppers want a reference price to consider.

National brands were also asking Penney to show the suggested price to shoppers, he said. Penney began showing the suggested manufacturer's price on Izod men's merchandise last fall and was encouraged by the response.

Burt Flickinger, a retail consultant, said the move could help Penney because manufacturers' suggested retail prices can be as much as 40 percent higher than what retailers wind up charging. The practice is common in the home appliance industry but spotty in the department-store industry because stores generally hike prices up even more to give shoppers the illusion of a big discount, he said.

"The strategy will be helpful for shoppers to understand lower prices," Flickinger said. "At the same time, it will be tough to get consumers back in the store from competitors."

But Craig Johnson, another retail consultant, said that adding the suggested manufacturer's price is just a gimmick. "The objective of this exercise is to maximize the perceived value for the purchase."

Johnson said that for Penney's own store brands like Arizona and Worthington, the team will research other stores and will submit supporting data to its legal team for approval before it advertises comparison prices, using certain criteria. For example, they'll make sure the fabric used is of the same quality as its rivals. For jewelry, Penney is using the International Gemological Institute, a third-party appraiser.

"There are no makeup prices here," Johnson said. "It's all about trying to communicate what it's worth to the customer."

Penney will not show comparison prices for merchandise that is part of exclusive partnerships with brands such as Nicole Miller and Mango, however. The company said it's difficult to offer such references.

To promote the strategy, Penney on Wednesday will begin launching TV, print and digital ads. One TV ad compares a $9 polo shirt under its store brand Arizona with $19 "elsewhere." ''Two polos, same color, same vibrant, same details, same swing, same swagger, different prices," the ad said.

Johnson reiterated that he expects Penney to return to sales growth sometime in 2013. That would be a welcome change for Penney, which has had steep sales and profit losses since the new strategy was launched.

For the first nine months of its current fiscal year, Penney lost $433 million, or $1.98 per share compared with a loss of $65 million, or 30 cents per share in the year-ago period. Total sales dropped 23.1 percent to $9.1 billion.

Analysts expect Penney to post a loss of 17 cents on sales of $4.22 billion for the fourth quarter. They expect the company's annual sales to fall by 23 percent, or nearly $4 billion, to $13.3 billion for the latest year. Revenue at stores opened at least a year ? a measure of a retailer's health ? are expected to drop 25 percent, in line with the third quarter, according to analyst polled by research firm FactSet.

Meanwhile, investors have sent shares down more than 55 percent from a peak of $43 in the days after the plan was rolled out in February. Shares slipped 18 cents to $19.17 on Monday.

"A year ago, we were launching a major transformation and didn't know what to expect," he said. "Today, I know what happened. Our team has a year's worth of history. This is going to be a great year because the new JCP is coming to life for customers."

The 87-year-old actor, best known for the 1960s hit comedy "The Dick?Van?Dyke Show" and Disney's big-screen musical "Mary Poppins," can now add lifetime achievement honoree. He picked up that honor at Sunday night's 19th annual Screen Actors Guild Awards.

"I've knocked around in this business for 70 years and I still haven't quite figured out exactly what it is I do," Van?Dyke said after accepting his trophy from presenter Alec Baldwin.

"The years have been full of surprises for me and a lot of fun. Aren't we lucky to have found a line of work that doesn't require growing up?"

Van?Dyke's career has spanned eight decades, starting with work as a disc jockey and a standup comic in the late '40s. He even worked as a national television morning-show host, with no less than Walter Cronkite serving as his news anchor.

But perhaps Van?Dyke's most critical career break came in 1960, when director Gower Champion hired him as the male lead opposite Chita Rivera in the new Broadway-bound stage musical "Bye Bye Birdie."

Van?Dyke had no professional dance experience, and out-of-town tryouts did not go well. Nevertheless, Champion refused to fire the actor, who would go on to New York with Rivera and win a Tony award for his performance.

About a year later, Van?Dyke was starring in his own sitcom, in the role of TV comedy writer Rob Petrie on "The Dick?Van?Dyke Show." Three prime-time Emmys for Van?Dyke and more than 50 years later, the series remains revered by many critics as one of the earliest models of great workplace comedy.

"'The 'Dick?Van?Dyke Show' was the most fun I ever had and the most creative period of my life," he said on the red carpet.

During the series' run, Van?Dyke also enjoyed big-screen hits, including the 1963 "Birdie" movie and the 1964 all-star comedy, "What a Way to Go!" But biggest of all was "Mary Poppins," in which he introduced the Oscar-winning song "Chim Chim Cher-ee."

"I'm world-famous for my Cockney accent," Van?Dyke kidded in his acceptance speech. He has said his British-born co-star, Julie Andrews, told him he never got the accent right.

Van?Dyke also saluted the room full of actors who gave him a standing ovation.

"I'm looking at the greatest generation of actors in the history of acting. You've all lifted the art to another place now," he said. "Besides that you're everywhere. You're in Darfur, Somalia, Haiti. You're all over the place trying to do what's right.

"This very heavy object here means that I can refer to you as my peers. I'm a happy man, God bless."

Last year, Van?Dyke presented the same lifetime achievement honor to his former TV co-star, Mary Tyler Moore.

These days, Van?Dyke sings with his vocal group, The Vantasix, and enjoys life with his wife of one year, makeup artist Arlene Silver. The couple met seven years ago at the SAG Awards.

"They tell me you never work again once you get this award," Van?Dyke said on the red carpet. "I'll have to let them know I'm available."

National Security and Crime ? taking back our ... - Kaieteur News

The issue of crime and security continues to be uppermost in the minds of most Guyanese citizens. Today, the AFC offers the following recommendations as first outlined in our Action Plan of 2011.
We look forward to seeing the Government?s current plan as referred to by the Minister of Home Affairs and hope that in the coming months all Guyanese ? women suffering domestic abuse, miners in the fields and many more, might begin to feel safer at home.

Crime solutions are vital to the revival of the nation. Crime is stifling genuine investment opportunities, affecting the well-being of our working people and is one of the principal contributors to skilled human capital migrating from Guyana.
The increase of deadly crimes under the current administration has seen very few criminals brought to justice and levels of domestic violence are now out of control.
General Strategies
The AFC plans to confront organised crime and redress the breakdown of law and order by:
1. Increasing substantially law enforcement officers? salaries;
2. Giving the DEA permission to set up a local facility;
3. Re-engaging the British, USA and other friendly Governments for technical and financial assistance to reform the Joint Services;
4. Removing corrupt officers from the Joint Services;
5. Mandating a jail term of life in prison after three convictions for violent felonies;
6. Extraditing drug kingpins and terrorists;
7. Putting more police officers on the street by hiring civilians for desk work;
8. Boosting the efficiency, operation and powers of the Police Complaints Authority to ensure that all complaints are brought to finality and make it accessible to citizens;
9. Facilitating a system that would allow members of the Joint Services to work in the administrative region of their choice where practical;
10. Establishing a Group of Forensic Auditors to reduce corruption and white collar crimes and facilitate civilian oversight.
Strategy Number One: Empowering Agencies and Institutions
1. Establish a Ministry of Justice and National Security (MJNS) to better coordinate all aspects of public safety, border security, and public order;
2. Develop a National Security Strategy (NSS);
3. Appoint a specialised Anti-Crime Unit (ACU) comprising GDF and GPF personnel in all Police Divisions and to be headed by a GDF officer on secondment to confront violent and armed criminals;
4. Establish a unified Drug Enforcement and Control Agency (DECA) to coordinate and execute drug enforcement policy between the Customs Anti-Narcotics Unit (CANU), the Police Anti-Narcotics Unit (PANU), DEA, INTERPOL and other agencies;
5. Establish a specialised Law Enforcement Academy (LEA) to train officers in crime investigation, intelligence gathering and forensics;
6. Create a special office within the Chambers of the Director of Public Prosecutions for the use of Special Prosecutors, to prosecute persons accused of certain categories of offences;
7. Start the Police/Schools partnership programme by assigning a dedicated officer to each school with whom they can work on ?Get to know the Police? workshops, etc;
8. Construct a modern prison with new, appropriate and humane facilities for women, juveniles and remand prisoners outside of the city;
9. Allow more prisoners to do community work and provide a nominal stipend at the end of their term;
10. Develop rehabilitation programmes in prisons and provide academic education, vocational and technical training for prisoners to better prepare them for reintegration into society.
11. Review the station bail and remand system and procedures.
Strategy Number Two: Legislation
1. Introduce legislation to legitimize and regulate Community Policing and establish Citizens Protection Units (CPUs) in keeping with best practices globally;
2. Review and consolidate all criminal law and criminal procedure-related legislation;
3. Implement an amnesty programme for the surrender of illegal weapons, which will be backed by a ?Voluntary Weapons Collection? programme;
4. The Amnesty programme will be accompanied by a special fund to provide alternative opportunities for training, development of income-generating projects, credit etc. for youth at risk and sports, scouting, and other cadet-like schemes for youth in schools and religious organizations;
5. Pass Legislation to establish neighbourhood justice panels of village elders to adjudicate on petty matters such as anti-social behaviour and family disputes to free up the court?s time for more serious matter

Obama not sure he'd allow a son to play football

(AP) ? Football's first fan isn't sure he'd let his son play the game, in light of the impact it takes on its players.

"I'm a big football fan, but I have to tell you, if I had a son, I'd have to think long and hard before I let him play football," President Barack Obama tells The New Republic.

"And I think that those of us who love the sport are going to have to wrestle with the fact that it will probably change gradually to try to reduce some of the violence," Obama said. "In some cases, that may make it a little bit less exciting, but it will be a whole lot better for the players, and those of us who are fans maybe won't have to examine our consciences quite as much."

In an interview in the magazine's Feb. 11 issue, Obama said he worries more about college players than he does about those in the NFL.

"The NFL players have a union, they're grown men, they can make some of these decisions on their own, and most of them are well-compensated for the violence they do to their bodies," Obama said. "You read some of these stories about college players who undergo some of these same problems with concussions and so forth and then have nothing to fall back on. That's something that I'd like to see the NCAA think about."

Paul Ryan: Hillary Clinton Would Have 'Fixed This Fiscal Mess'

WASHINGTON -- Former Republican vice presidential candidate Rep. Paul Ryan (Wis.) said Sunday that if Secretary of State Hillary Clinton were president, the nation's fiscal crisis would have been averted.

?Look, if we had a [Hillary] Clinton presidency, if we had Erskine Bowles as chief of staff of the White House or president of the United States, I think we would have fixed this fiscal mess by now," Ryan said on NBC's "Meet the Press." "[But] that?s not the kind of presidency we?re dealing with right now.? Bowles was chief of staff to former President Bill Clinton, and currently co-chairs the Campaign to Fix The Debt, a bipartisan deficit reduction effort.

The praise was especially noteworthy because speculation abounds in Washington over both Ryan and Clinton's presidential prospects in 2016, although neither has responded to questions about their future plans.

Considered a major star in the GOP, Ryan was noncommittal about plans to run for president in 2016. Asked what he thinks about running, he said, ?I don?t.?

?I think it?s just premature," he added, "I?ve got a job to do. I represent Wisconsin, I?m chairman of the budget committee at the time we have a fiscal crisis.? In the couched translation of Washington-speak, Ryan's response leaves the door wide open for him to run.

In one of a number of jabs at President Obama during his first live interview since losing the November election, Ryan said, "I don't think that the president thinks we actually have a fiscal crisis." He even pulled out a chart to show host David Gregory the dangers of runaway government spending.

Ryan said he believes sequestration, a series of steep cuts to federal spending, "will happen," and blamed congressional Democrats for opposing his efforts and those of other House Republicans to cut other spending instead. Ryan said that if he and GOP running mate Mitt Romney had won the election, the so-called "fiscal cliiff" battle wouldn't have resulted in a failure to pass a budget "because we would have gone and worked with Democrats and Republicans in Congress."

The chairman of the House Budget Committee weighed in on what the Republican party should learn from electoral defeats for the White House and a handful of key Senate races. "Obviously, we have to expand our appeal," he said. "We have to expand our appeal to more people and show how we'll take the country's founding principles and apply them to the problem of the day, solutions to fix our problems.

"We have to show our ideas are better at fighting poverty, better at solving health care, how our ideas are better at solving problems that people experience in their daily lives," he continued. "And that's a challenge we have to rise to, and I think we're up for it."

To that end, Ryan was quick to reject the notion that Republicans in the House were willing to shut down the government, which some of the most conservative members of the chamber had suggested could be a good thing at the height of the budget debates in December.

"We're not interested in shutting the government down," he said. "What happens on March 1 is spending goes down automatically. March 27 is ? the moment you're talking about, the continuing resolution expires. We are more than happy to keep spending at those levels going on into the future while we debate how to balance the budget, grow the economy, create economic opportunity. That's the kind of debate the country deserves."

BAGHDAD (AP) ? Iraqi insurgents are trying to capitalize on the rage of anti-government protesters and the instability caused by rising civil unrest, complicating the government's efforts to stamp out a resurgent al-Qaida and other insurgent groups.

Organizers of the protests attracting minority Iraqi Sunnis insist they have no links to terrorist groups. Yet Iraqi and U.S. officials have expressed concern that violent extremists could benefit from the demonstrators' feelings of alienation and hostility toward the Shiite-led Iraqi government.

And tensions are rising.

At least five protesters were killed and more than 20 were wounded on Friday when soldiers opened fire at stone-hurling demonstrators near Fallujah. They were the first deaths at opposition rallies that have been raging around the country for more than a month.

Tens of thousands of protesters turned out in the former al-Qaida stronghold in western Iraq ? some waving black banners emblazoned with the Muslim confession of faith. Two soldiers were later killed in an apparent retaliatory attack for the protesters' deaths.

The vast desert territory on Syria's doorstep was the birthplace of the Sunni insurgency that erupted after the 2003 U.S.-led invasion, and where Iraqi officials believe al-Qaida's Iraq arm is regrouping.

Protesters also have staged demonstrations in other areas with large concentrations of Sunni Arabs who feel discriminated against by the government. Their list of demands includes calls for the release of detainees and an end to policies they believe unfairly target their sect.

For now, the American Embassy said it has no indication that al-Qaida is gaining support from the demonstrations, but the fear remains, particularly as the security situation deteriorates in neighboring Syria.

An embassy official said the U.S. had expressed concern that the protesters' so far peaceful expression of their concerns must not be usurped by extremists trying to provoke violence. The official spoke on condition of anonymity because he was not authorized to speak publicly about the matter.

Protest organizers and the politicians who support them are eager to distance themselves from extremist rhetoric.

Sunni lawmaker Ahmed al-Alawani recently urged Iraq Prime Minister Nouri al-Maliki to meet demonstrators' demands so al-Qaida and other extremists could not exploit their frustration.

That was a sentiment echoed by protest organizer and spokesman Saeed Humaim in Ramadi, the Anbar provincial capital that has been the focus of daily sit-ins and frequent mass rallies. He said protesters have no intention to take up arms, but will defend themselves if attacked by government security forces.

Still, many Iraqi Sunnis have little doubt that the protests strengthen militant groups.

"I don't think the al-Qaida people would miss an opportunity to move freely when the government and security forces are busy handling these spreading protests," said Ayad Salman, 42, who owns a shoe store in northern Baghdad. "The country is slipping toward a new round of civil war, or at least some groups are planning and pushing for this."

The rallies broke out just over a month ago in Iraq's western Sunni heartland of Anbar following the arrest of guards assigned to the Iraqi Finance Minister Rafia al-Issawi, a Sunni who hails from the province.

In an interview aired late Thursday, al-Maliki suggested that al-Qaida and members of Saddam Hussein's ousted regime have a hand in the demonstrations.

"I hope that these protests would not turn violent ... and drag the country to a sectarian war," he told al-Baghdadiya TV.

Al-Qaida's local affiliate this week posted a statement praising the protesters, saluting what it called "the true Muslims who revolted in defense of their honor and religion."

A senior Iraqi security official who specializes in terrorist activities said al-Qaida is making use of the resentment in predominantly Sunni provinces, where local residents who used to provide authorities tips about terrorist activities are growing much more reluctant to snitch.

He and another senior security official said al-Qaida fighters now have more freedom to move around. That is partly because state security forces' movements are being restricted in Sunni areas so they cannot be accused of unfairly targeting the Muslim sect, they said.

The second official said the demonstrations give extremists a good opportunity to try to mobilize Sunni opposition and portray themselves as the only groups who can safeguard the rights and interests of the Sunni minority.

The Iraqi officials insisted on anonymity because they were not authorized to discuss security operations with the media.

The local wing of al-Qaida, known as the Islamic State of Iraq, generally does not operate beyond Iraq's borders. But al-Qaida leader Ayman al-Zawahri last year urged Iraqi insurgents to support the Sunni-based uprising in neighboring Syria against President Bashar Assad, whose Alawite sect is a branch of Shiite Islam.

Iraqi officials believe Sunni fighters aligned with al-Qaida's Iraq franchise are moving back and forth across the Syrian border to help Sunni rebels overthrow Assad.

Rebel gains in Syria are giving Iraq's Sunni protesters and insurgents alike a sense that their fortunes may be shifting too.

"Sunnis seem ascendant in Syria. That is a major psychological boost to the Sunnis in Iraq," said Kamran Bokhari, an expert on Mideast issues for the global intelligence company Stratfor. "They're trying to capitalize on that."

Other militants are trying to tie their fight to the protests too.

Earlier this month, uniformed members of the Naqshabandi Army appeared in an online video urging Iraqis to continue their protests, sit-ins and acts of civil disobedience. It called on security forces to turn their weapons on the "traitors and foreign agents" ? a likely reference to what many Sunnis see is Shiite powerhouse Iran's influence over the government.

The group, a network of former Iraqi military officers and jihadists, frequently claims responsibility for attacks on government security forces.

The highest ranking member of Saddam's regime still at large, Izzat Ibrahim al-Douri, has separately lent his support to the demonstrators. Al-Douri, who is suspected of having ties to the Naqshabandi Army, is thought to have played a key role in financing Sunni insurgents seeking to undermine Iraq's post-Saddam government.

Another small jihadist group, the 1920 Revolution Brigades, put out a statement of its own backing the protest movement.

Car crashes into family room of home | WIVB.com

ALLEGANY, N.Y. (WIVB) - A vehicle smashed through the front window of an Allegany home on Tuesday.

The Olean Times Herald reports on the one-vehicle crash had occurred around 2:42 p.m. Authorities have identified the driver as Jones Realty owner Dennis Jones, who reportedly lost consciousness while at the wheel.

The 60-year-old crashed into the home of Abby Gabler, who was just about to take her 21-month-old son into the living room where Jones' vehicle entered the home.

The investigation is now closed and no charges were filed.

Egypt: 110 injured in 2nd anniversary protests

CAIRO (AP) ? Egypt's emergency services say 110 people have been injured in clashes between police and protesters during rallies marking the second anniversary of the revolution that toppled Hosni Mubarak's regime.

The two sides clashed throughout the day Friday in Cairo, Alexandria, the cities of Suez and Ismailia on the Suez Canal and a string of others, with police firing tear gas and protesters responding with stones.

A statement by the emergency services did not give details on the types of injuries or specify in which cities they took place.

The clashes pointed to Egypt's volatility and divisions nearly two years after Mubarak's ouster, with the country now defined by a struggle between ruling Islamists, and mostly secular and liberal opponents who say Islamists are moving to take complete power.

N.M. teen spends time at church after family slain

ALBUQUERQUE, N.M. (AP) ? The New Mexico teen accused of killing his family and plotting to randomly gun down Wal-Mart shoppers spent much of the day after the early morning slayings at his church, wandering the campus as dozens of Sunday school teachers were being trained on how to deal with a shooter, a security official said.

But it wasn't until hours later, former police officer and Calvary Albuquerque security chief Vince Harrison said, that he knew something had gone terribly wrong.

Harrison, who led the safety training Saturday morning, said he was called back to the church that evening after 15-year-old Nehemiah Griego told a pastor he found his family dead in their home.

"When I met Nehemiah, I knew something wasn't right," Harrison said Wednesday. "I could feel it, I could see it in his eyes and I could see it in his behavior and his demeanor so the red flags went up and that's when I called the sheriff's department."

Harrison, who had known the Griego family for about 10 years, said he drove the teen back to the family's rural southwest Albuquerque home to meet authorities, interviewing him along the way.

"He went into detail of where they were, where the guns were and he was very matter-of-fact, really cold so I knew something wasn't right," Harrison said.

After finding the bodies, sheriff's officials say, they took the teen to headquarters. During questioning, they say he confessed to shooting his mother and three younger siblings in their beds shortly after 1 a.m., then waiting in a bathroom with a military-style semi-automatic rifle to ambush his father upon his return from an overnight shift at a homeless shelter.

They say he also told them he had reloaded the family's rifles and taken them with him in the family van with plans to randomly shoot more people.

"That sends chills down my spine," Harrison said. "But obviously God had a different plan."

Harrison said several people spotted Griego at the church throughout the day and told him hello, thinking nothing of it until his arrest. He said officials then reviewed security video and found the teen had spent much of the day there.

The video has been turned over to investigators, who have been working to piece together what led to the violence and what happened in the hours that followed.

Harrison said he doesn't know why Griego decided to come to the church, but that it was like a second home for the boy, who was homeschooled.

"It was a familiar place to him," he said. "I think if he did have in his mindset to do something foolish and start shooting people there also, I think his demeanor was tamed a little bit because he saw people there he knew."

Sheriff Dan Houston said Tuesday there was no indication Griego intended to harm anyone at the church. The sheriff also said Griego and his girlfriend had spent much of the day together.

A prayer vigil was held at the church Wednesday night for victims Greg Griego, 51, his wife, Sarah Griego, 40, and three of their children ? a 9-year-old boy, Zephania Griego, and daughters Jael Griego, 5, and Angelina Griego, 2.

Before the start of the vigil, members of the crowd shared hugs and handshakes as photographs of the victims were displayed on large digital screens at the front of the church. An estimated 2,000 people attended and nearly every seat was filled before the start of the hour-long service.

"Our hearts break, Lord," Pastor Skip Heitzig told the crowd. "We, often in times like these, scratch our heads and wonder why. We are at a loss for words and we are certainly at a loss for explanation."

Heitzig shared stories about Greg Griego, who once served as pastor at Calvary. He said Greg was always ready to "get his hands dirty" and was dedicated to helping others find God through his work as a pastor and as a volunteer chaplain. He also urged the crowd to remember that forgiveness and restoration ? two tenets dear to Greg ? will be important as the community moves forward.

Relatives in a statement Tuesday night said they were heartbroken, and remembered the teen as a bright and talented musician who played guitar, drums and bass with the church choir. He also was a champion wrestler who dreamed of following his family's long tradition of military service, and a boy who accompanied his pastor father on rescue missions to Mexico, they said.

"We have not been able to comprehend what led to this incredibly sad situation. However, we are deeply concerned about the portrayal in some media of Nehemiah as some kind of a monster."

The statement, emailed by the boy's uncle, Eric Griego, called on the media and the public not to use 15-year-old Nehemiah Griego "as a pawn for ratings or to score political points."

"He is a troubled young man who made a terrible decision that will haunt him and his family forever," the statement said.

Digha: More Than An Ordinary Beach

Digha is a beach town located on the eastern part of the country in the state of West Bengal of India. Seafood here is popular and is considered really tasty and fresh, But the reason why seafood is so popular in this place is obvious. Walking along the beach on an ordinary day will certainly lift your mood up and convert it into more than just an ordinary day.

The view of the red sunset and sunrise can surely captivate you. Green coconut water is available at a really low price in this part of the country. Digha also has a cashew farm and that is why these are available at a really reasonable price.

Neanderthal cloning chatter highlights scientific illiteracy

BOSTON (Reuters) - After spending the weekend reading blog posts claiming that he was seeking an "extremely adventurous female human" to bear a cloned Neanderthal baby - which was news to him - Harvard geneticist George Church said it may be time for society to give some thought to scientific literacy.

Church became the subject of dozens of posts and tabloid newspaper articles calling him a "mad scientist" after giving an interview to the German magazine Der Spiegel.

In the interview, Church discussed the technical challenges scientists would face if they tried to clone a Neanderthal, though neither he nor the Der Spiegel article, which was presented as a question and answer exchange, said he intended to do so.

"Harvard professor seeks mother for cloned cave baby," read one headline, on the website of London's Daily Mail.

But Church explained on Wednesday that he was simply theorizing.

Still, the readiness of bloggers, journalists and readers to believe he was preparing an attempt to clone a Neanderthal, a species closely related to modern humans that went extinct some 30,000 years ago, led Church to ponder scientific literacy.

"The public should be able to detect cases where things seem implausible," Church said in an interview at his office at Harvard Medical School in Boston. "Everybody's fib detector should have been going off. They should have said, ?What? Who would believe this?' ... This really indicates that we should have scientific literacy."

Despite the spate of articles comparing him to the character in the book and movie "Jurassic Park" who attempts to open a theme park filled with living dinosaurs, Church said he plans to continue speaking publicly about his research, which focuses on using genes to treat and prevent disease.

Given the number of policy debates driven by science - from how to address climate change, to space exploration, to public health concerns - scientists should not back away from talking to the media, Church said.

"We really should get the public of the entire world to be able to detect the difference between a fact and a complete fantasy that has been created by the Internet," he said.

In the Der Spiegel article, which Church said reported his words accurately, and his recent book "Regenesis: How Synthetic Biology Will Reinvent Nature and Ourselves," Church theorized that studying cloned Neanderthals could help scientists better understand how the human mind works. Scientists have already extracted DNA from Neanderthal bones.

But such experiments would pose a host of ethical concerns - including how many Neanderthals would be created and whether they would be treated as mere study subjects or as beings with their own rights, Church said.

"I do want to connect the public to science because there are so many decisions to be made if the way they learn it, if they learn it faster by talking about Neanderthals than they did by getting rote learning in high school, that's great," he said.
